The Special Senate Committee on Anti-terrorism met this day at 1:30 p.m., in room 9, Victoria Building, the chair, the Honourable Hugh Segal, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Dagenais, Day, Joyal, P.C., Marshall, Segal and Smith, P.C. (Cobourg) (7).

Other senator present: The Honourable Senator Peterson (1).

In attendance: Lyne Casavant and Holly Porteous, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 8, 2012, the committee continued its examination of Bill S-7, An Act to amend the Criminal Code, the Canada Evidence Act and the Security of Information Act. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

Toronto Police:

Steve Irwin, Inspector, Inspector, Intelligence Division (by video conference).

Canadian Coalition for the Rights of Children:

Kathy Vandergrift, Chair of the Board of Directors.

Dalhousie University:

Shelly Whitman, Director, Child Soldiers Initiative (by video conference).

Mr. Irwin made a statement and answered questions.

At 2:40 p.m., the committee suspended.

At 2:44 p.m., the committee resumed.

Ms. Vandergrift and Ms. Whitman each made a statement and answered questions.

At 3:39 p.m., the committee adjourned to the call of the chair.
