The Standing Senate Committee on Aboriginal Peoples met this day, at 6:49 p.m., in room 160-S, Centre Block, the chair, the Honourable Gerry St. Germain, P.C., presiding.

Members of the committee present: The Honourable Senators Ataullahjan, Campbell, Dyck, Martin, Meredith, Munson, Patterson, Raine, St. Germain, P.C., Seidman and Sibbeston (11).

In attendance: Shauna Troniak, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 28, 2012, the committee continued its consideration on the evolving legal and political recognition of the collective identity and rights of the Métis in Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 14.)

WITNESS:

Métis Nation of Ontario:

Gary Lipinski, President.

Mr. Lipinski made a statement and answered questions.

At 8:01 p.m., the committee suspended.

At 8:05 p.m., pursuant to rule 92(2)(e), the committee resumed in camera to consider a draft agenda (future business).

At 8:20 p.m., the committee resumed in public to consider a draft budget.

The committee considered a draft budget application in public for its special study on evolving legal and political recognition of the collective identity and rights of the Métis in Canada.

The Honourable Senator Raine moved that the budget be adopted, as follows:

Professional and Other Services    $ 750
Transportation and Communications    36,307
All Other Expenditures    1,200
TOTAL    $ 38,257

The question being put on the motion, it was adopted.

It was agreed that this special study budget application (evolving legal and political recognition of the collective identity and rights of the Métis in Canada) be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.

At 8:22 p.m., pursuant to the order of reference adopted by the Senate on Wednesday, April 25, 2012, the committee continued its consideration of Bill S-8, An Act respecting the safety of drinking water on First Nation lands. (For complete text of the order of reference, see proceedings of the committee, Issue No. 15.)

It was agreed that the committee proceed to clause-by-clause consideration of Bill S-8, Act respecting the safety of drinking water on First Nation lands.

It was agreed that the title stand postponed.

After debate, it was agreed that the preamble stand postponed.

It was agreed that clause 1 stand postponed.

It was agreed that clause 2 carry.

After debate, it was agreed that clause 3 carry.

It was agreed that clause 4 carry.

After debate, it was agreed that clause 5 carry.

With leave and pursuant to rule 97(7.1) it was agreed that the committee group clauses 6 to 15.

It was agreed that clauses 6 to 15 carry.

It was agreed that the schedule carry.

It was agreed that clause 1 carry.

It was agreed that preamble carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the observations circulated electronically to the committee and distributed in hard copy at this meeting be appended to the report.

It was agreed that the chair report the bill to the Senate.

At 8:35 p.m., it was agreed that the committee adjourn to the call of the chair.
