The Standing Senate Committee on Aboriginal Peoples met this day, at 6:47 p.m., in room 160-S, Centre Block, the chair, the Honourable Vernon White, presiding.

Members of the committee present: The Honourable Senators Beyak, Demers, Dyck, Lovelace Nicholas, Meredith, Munson, Raine, Seth, Tannas, Watt and White (11).

In attendance: Shauna Troniak and Wren Nasr, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, June 11, 2013, the committee began its consideration of Bill C-62, An Act to give effect to the Yale First Nation Final Agreement and to make consequential amendments to other Acts.

APPEARING:

Greg Rickford, M.P., Parliamentary Secretary to the Minister of Aboriginal Affairs and Northern Development, for the Canadian Northern Economic Development Agency and for the Federal Economic Development Initiative for Northern Ontario.

WITNESSES:

Aboriginal Affairs and Northern Development Canada:

Jim Barkwell, Senior Director of Negotiations, South, Treaties and Aboriginal Government.

Yale First Nation:

Norman Hope, Chief.

Stó:lō Nation (by videoconference):

Joe Hall, Grand Chief, President;

Jean Teillet, Chief Negotiator, Legal Counsel.

Mr. Rickford made a statement and, together with Mr. Barkwell, answered questions.

At 7:37 p.m., the committee suspended.

At 7:40 p.m., the committee resumed.

Mr. Hope made a statement and answered questions.

At 8:18 p.m., the committee suspended.

At 8:23 p.m., the committee resumed.

It was agreed to distribute documents from Stó:lō Nation in English only.

Mr. Hall and Ms. Teillet each made a statement and answered questions.

At 8:44 p.m., the committee suspended.

At 8:53 p.m., the committee resumed in camera.

Pursuant to rule 12-16(1)(d), the committee considered a draft agenda (future business).

It was agreed that staff be permitted to remain during the in camera portion of the meeting.

At 9:03 p.m., the committee resumed in public.

The chair asked whether the committee agreed to proceed to clause-by-clause consideration of Bill C-62, An Act to give effect to the Yale First Nation Final Agreement and to make consequential amendments to other Acts.
