The Standing Senate Committee on Banking, Trade and Commerce met this day, at 10:30 a.m., in room 9, Victoria Building, the chair, the Honourable Irving Gerstein, presiding.

Members of the committee present: The Honourable Senators Black, Campbell, Gerstein, Greene, Hervieux-Payette, P.C., Maltais, Massicotte, Moore, Nancy Ruth, Oliver, Ringuette and Tkachuk (12).

Other senators present: The Honourable Senators Bellemare, Segal and Wells (3).

In attendance: Brett Stuckey and Adriane Yong, Analysts, Parliamentary Information and Research Service, Library of Parliament; Catherine Piccinin, Deputy Principal Clerk, Committees Directorate.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, June 6, 2013, the committee continued its examination of Bill C-48, An Act to amend the Income Tax Act, the Excise Tax Act, the Federal-Provincial Fiscal Arrangements Act, the First Nations Goods and Services Tax Act and related legislation.

The chair made an opening statement.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-48, An Act to amend the Income Tax Act, the Excise Tax Act, the Federal-Provincial Fiscal Arrangements Act, the First Nations Goods and Services Tax Act and related legislation.

With leave, it was agreed that clauses be grouped according to the parts, and that observations be discussed at the end.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that Part 1, which contains clauses 2 to 28 carry.

It was agreed that Part 2, which contains clauses 29 to 53 carry.

It was agreed that Part 3, which contains clauses 54 to 90 carry.

It was agreed that Part 4, which contains clauses 91 to 168 carry.

It was agreed that Part 5, which contains clauses 169 to 412 carry.

It was agreed that Part 6, which contains clauses 413 to 416 carry.

It was agreed that Part 7, which contains clauses 417 to 425 carry.

It was agreed that Part 8, which contains clauses 426 and 427 carry.

It was agreed that the schedule carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry.

After debate, it was agreed that the observations circulated and prepared by the Honourable Senator Hervieux- Payette, P.C., as amended, be appended to the report.

It was agreed that the chair report the bill without amendment, but with observations, to the Senate.

At 10:42 a.m., the committee suspended.

At 10:43 a.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Tuesday, May 7, 2013, the committee continued its examination of Bill C-377, An Act to amend the Income Tax Act (requirements for labour organizations). (For complete text of the order of reference, see proceedings of the committee, Issue No. 34.)

At 10:45 a.m., it was agreed that the committee proceed in camera.

Pursuant to rule 12-16(1)(d), the committee considered a draft agenda.

It was agreed that senators' staff be permitted to remain for the in camera proceedings, provided they do not use Blackberries and other wireless devices.

At 11:05 a.m., the committee suspended.

At 11:06 a.m., the committee resumed in public.

The chair asked whether the committee was prepared to proceed to clause-by-clause consideration of Bill C-377, An Act to amend the Income Tax Act (requirements for labour organizations).

After debate, the question being put on the motion, it was adopted on the following vote:
