The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 8:01 a.m., in room 257, East Block, the chair, the Honourable Richard Neufeld, presiding.
Members of the committee present: The Honourable Senators Lang, MacDonald, Massicotte, Mitchell, Neufeld, Patterson, Seidman, Sibbeston, Unger and Wallace (10 ).
In attendance: Marc LeBlanc and Sam Banks, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, April 16, 2012, the committee began its examination of Bill C-47, An Act to enact the Nunavut Planning and Project Assessment Act and the Northwest Territories Surface Rights Board Act and to make related and consequential amendments to other Acts.

The chair made an opening statement.
Ms. King made a statement and, together with Ms. Traynor and Ms. Vézina, answered questions.
At 9 a.m., the committee suspended.
At 9:06 a.m., the committee resumed.

After debate, it was agreed that the steering committee draft a letter to the Minister of the Environment for consideration and approval by the full committee.
It was agreed that the committee proceed to clause-by-clause consideration of Bill S-15, An Act to amend the Canada National Parks Act and the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act and to make consequential amendments to the Canada Shipping Act, 2001.
It was agreed that the title stand postponed.
It was agreed that the preamble stand postponed.
It was agreed that clause 1, which contains the short title, stand postponed.
It was agreed that clause 2 carry.
It was agreed that clause 3 carry.
It was agreed that clause 4 carry.
It was agreed that clause 5 carry.
It was agreed that clauses 6 to 12 carry.
The chair called clause 13.
The Honourable Senator MacDonald moved:
That bill S-15 be amended in clause 13, on page 6, by replacing lines 3 to 11 with the following:
"13. (1) Subsection 4(1) of the French version of the Canada National Parks Act is replaced by the following:
4. (1) Les parcs sont créés à l'intention du peuple canadien pour son bienfait, son agrément et l'enrichissement de ses connaissances, sous réserve de la présente loi et des règlements; ils doivent être entretenus et utilisés de façon à rester intacts pour les générations futures.
(2) Section 4 of the Act is amended by adding the following after subsection (1):
(1.1) For greater certainty, nothing in this Act limits the authority of the Minister to fix fees under section 23 or 24 of the Parks Canada Agency Act.''.
The question being put on the motion in amendment, it was adopted.
