The Standing Senate Committee on Legal and Constitutional Affairs met at 10:37 a.m. this day, in room 257, East Block, the chair, the Honourable John D. Wallace, presiding.

Members of the committee present: The Honourable Senators Angus, Baker, P.C., Boisvenu, Chaput, Fraser, Frum, Joyal, P.C., Lang, Meredith, Runciman and Wallace (11).

In attendance: Robin MacKay and Erin Shaw, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 22, 2011, the committee continued its consideration of Bill C-16, An Act to amend the National Defence Act (military judges).

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-16, An Act to amend the National Defence Act (military judges).

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clause 2 carry, with the Honourable Senator Joyal, P.C., abstaining.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry, with the Honourable Senator Joyal, P.C. abstaining.

It was agreed that the chair report this Bill to the Senate.

At 10:39 a.m. the committee suspended.

At 10:42 a.m. the committee resumed.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 4, 2011, the committee continued its study on the provisions and operation of the Act to amend the Criminal Code (production of records in sexual offence proceedings), S.C. 1997, c. 30. (For complete text of the order of reference, see proceedings of the committee, Issue No. 3.)

Cornwall Community Hospital Assault and Sexual Abuse Program:

The chair made an opening statement.

Ms. Gotell made a statement and answered questions.

At 10:39 a.m., the committee suspended.

At 10:42 a.m., the committee resumed.

Ms. Kaplan made a statement and answered questions.

At 12:47 p.m., the committee adjourned to the call of the chair.
