The Standing Senate Committee on Legal and Constitutional Affairs met at 10:34 a.m. this day, in room 257, East Block, the chair, the Honourable John D. Wallace, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Boisvenu, Dawson, Fraser, Frum, Jaffer, Joyal, P.C., Lang, Meredith, Raine, Runciman and Wallace (12).

In attendance: Robin MacKay and Erin Shaw, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 29, 2011, the committee began its consideration of Bill S-1002, An Act to authorize the Industrial Alliance Pacific General Insurance Corporation to apply to be continued as a body corporate under the laws of Quebec.

WITNESS:

Industrial Alliance Pacific General Insurance Corporation:

Azmina Karim-Bondy, Chief Legal Counsel.

The chair made an opening statement.

Ms. Karim-Bondy made a statement and answered questions.

It was agreed that the following documents be filed as an exhibit with the Clerk of the Committee:

Letter from the Office of the Superintendent of Financial Institutions Canada, dated November 23, 2011, to the Honourable Michael A. Meighen, relating to Bill S-1002. (Exhibit 1120-04-02-1.41/L1-S-1002-7,"1")

Letter from the Autorité des marchés financiers, dated November 4, 2011, to Azmina Karim-Bondy, relating to Bill S-1002. (Exhibit 1120-04-02-1.41/L1-S-1002-7,"2")

At 11 a.m. the committee suspended.

At 11:02 a.m., the committee resumed.

It was agreed that the committee proceed to clause-by-clause consideration of Bill S-1002, An Act to authorize the Industrial Alliance Pacific General Insurance Corporation to apply to be continued as a body corporate under the laws of Quebec.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 2 carry.

It was agreed that the preamble carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the chair report this bill to the Senate.

At 11:03 a.m., the committee adjourned to the call of the chair.
