The Standing Senate Committee on Legal and Constitutional Affairs met at 4:15 p.m., this day, in room 257, East Block, the chair, the Honourable John D. Wallace, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Boisvenu, Chaput, Dagenais, Fraser, Hervieux-Payette, P.C., Jaffer, Lang, Poirier, Runciman, Wallace and White (12).

In attendance: Robin MacKay, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 8, 2012, the committee began its consideration of Bill C-19, An Act to amend the Criminal Code and the Firearms Act.

APPEARING:

The Honourable Vic Toews, P.C., M.P., Minister of Public Safety.

WITNESSES:

As individuals:

Randall Kuntz;

Roger Granger.

The chair made an opening statement.

The minister made a statement and answered questions.

At 5:35 p.m., the committee suspended.

At 5:40 p.m., the committee resumed.

Mr. Kuntz and Mr. Granger each made a statement and answered questions.

At 6:46 p.m., the committee suspended.

At 6:49 p.m., the committee resumed.

The Honourable Senator Lang, moved:

That the following legislative budget application for the fiscal year ending March 31, 2013, be approved for submission by the chair or his designate to the Standing Committee on Internal Economy, Budgets and Administration:

Professional and Other Services $ 22,500
Transportation and Communications 0
All Other Services 5,000
Total $ 27,500

The question being put on the motion, it was adopted.

At 6:52 p.m., the committee continued in camera, pursuant to rule 92(2)(e), to consider a draft agenda.

At 6:56 p.m., the committee adjourned to the call of the chair.
