The Standing Senate Committee on Legal and Constitutional Affairs met this day in camera at 4:21 p.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Boisvenu, Buth, Dagenais, Fraser, Joyal, P.C., McIntyre, Ngo, Runciman and White (10).

In attendance: Lyne Casavant and Erin Shaw, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 4, 2011, the committee continued its study on the provisions and operation of the Act to amend the Criminal Code (production of records in sexual offence proceedings), S.C. 1997, c. 30. (For complete text of the order of reference, see proceedings of the committee, Issue No. 3.)

Pursuant to rule 12-16(1)(d), the committee began in camera to consider a draft report.

It was agreed that senators' staff be permitted to remain in the room during the in camera portions of today's meeting; and

That the committee allow the transcription of the in camera portions of today's meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members and/or by the committee analysts, and that the transcript be destroyed by the clerk at the end of this parliamentary session.

It was agreed that the committee continue its consideration of the draft report at the next meeting.

At 6:02 p.m., the committee adjourned to the call of the chair.
