The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:15 p.m., in room 257, East Block, the chair, the Honourable Senator Bob Runciman, presiding.
Members of the committee present: The Honourable Senators Baker, P.C., Boisvenu, Dagenais, Fraser, Frum, Jaffer, Joyal, P.C., McIntyre, Ngo, Runciman and White (11).
In attendance: Lyne Casavant, Analyst, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, November 6, 2012, the committee began its consideration of Bill S-12, An Act to amend the Statutory Instruments Act and to make consequential amendments to the Statutory Instruments Regulations.

Philippe Hallée, Deputy Chief Legislative Counsel.
Consumer Health Products Canada:
Robert White, Director of Regulatory Affairs.
The chair made an opening statement.
Mr. Keyes made a statement and answered questions.
At 5:14 p.m., the committee suspended.
At 5:19 p.m., the committee resumed.
Mr. White made a statement and answered questions.
At 5:38 p.m., the committee adjourned to the call of the chair.
