The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:19 p.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.
Members of the committee present: The Honourable Senators Batters, Boisvenu, Dagenais, Dallaire, Fraser, Jaffer, Joyal, P.C., McIntyre, Runciman, Wallace and White (11).
In attendance: Lyne Casavant, Erin Shaw and Julia Nicol, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, May 21, 2013, the committee continued its consideration of Bill C-15, An Act to amend the National Defence Act and to make consequential amendments to other acts. (For complete text of the order of reference, see proceedings of the committee, Issue No. 36.)
The chair made an opening statement.
It was agreed that the committee proceed to clause-by-clause consideration of Bill C-15, an Act to amend the National Defence Act and to make consequential amendments to other acts.
It was agreed that the title stand postponed.
It was agreed that clause 1, which contains the short title, stand postponed.
It was agreed, with leave, that certain clauses of Bill C-15 be grouped.
It was agreed that clauses 2 and 3 carry.
It was agreed that clause 4 carry, on division.
It was agreed that clauses 5 to 73 carry.
It was agreed that clause 74 carry, on division.
It was agreed that clauses 75 to 108 carry.
It was agreed that clauses 109 to 114 carry.
It was agreed that clauses 115 and 116 carry.

At 4:25 p.m. the committee suspended.
At 4:28 p.m., pursuant to the order of reference adopted by the Senate on Thursday, March 21, 2013, the committee continued its consideration of Bill C-350, An Act to amend the Corrections and Conditional Release Act (accountability of offenders). At 4:39 p.m., the Honourable Senator Jaffer replaced the Honourable Senator Dallaire as a member of the committee.
At 5:27 p.m., the committee suspended.
At 5:35 p.m., the committee resumed.
Mr. Fineberg made a statement and answered questions.
At 6:17 p.m., the committee adjourned to the call of the chair.
