The Standing Senate Committee on National Finance met this day at 1:45 p.m., in room 160-S, Centre Block, the chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Dawson, Day, Eggleton, P.C., Finley, Gerstein, Hubley, MacDonald, Marshall, Meredith, Munson, Nancy Ruth, Peterson, Ringuette, Runciman, Tardif and Wallin (17).

In attendance: Édison Roy-César and Sylvain Fleury, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, November 24, 2011, the committee continued its examination of Bill C-13, An Act to implement certain provisions of the 2011 budget as updated on June 6, 2011 and other measures. (For complete text of the order of reference, see proceedings of the committee, Issue No. 9.)

At 1:46 p.m., Ms. Dubois made a statement and, together with Mr. Molenhuis, answered questions.

At 1:51 p.m., Mr. Thomas made a statement and answered questions.

At 1:56 p.m., Mr. Carlton made a statement and, together with Mr. Miller, answered questions.

At 2:02 p.m., Mr. Taylor made a statement answered questions.

At 3:23 p.m., the committee suspended.

At 3:34 p.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Thursday, November 3, 2011, the committee continued its examination of the expenditures set out in the Supplementary Estimates (B) for the fiscal year ending March 31, 2012. (For complete text of the order of reference, see proceedings of the committee, Issue No. 8.)

The committee began its consideration of a draft report.

It was agreed that the committee vote on which introductory paragraph it prefers.

The Honourable Senator Day proposed the following:

The Supplementary Estimates (B), 2011-2012 were tabled in the Senate on November 3rd, 2011 and were referred to the Standing Senate Committee on National Finance. The Supplementary Estimates (B), 2011-2012 are the second Supplementary Estimates to be tabled for the fiscal year ending on March 31st, 2012. The Supplementary Estimates indentify the spending authorities and amounts to be included in the subsequent Appropriations Bill. It is the Senate's practice to not refer the Appropriations Bill to Committee, having received the report by the Committee on its study of the Supplementary Estimates ``B''.

The Honourable Senator Gerstein proposed the following:

The Supplementary Estimates (B), 2011-2012 were tabled in Parliament on November 3, 2011 and were referred to the Standing Senate Committee on National Finance. The Supplementary Estimates (B), 2011-2012 are the second Supplementary Estimates to be tabled in the fiscal year ending on March 31, 2012. The Supplementary Estimates (B) identify the spending authorities and the amounts to be included in subsequent appropriations.

After debate, the question being put, Senator Gerstein's proposal was adopted as the introductory paragraph for this report on the following vote:

After debate, the draft report was adopted, on division.

It was agreed that the chair present the report to the Senate at the earliest opportunity.

At 3:50 p.m., the committee suspended.

At 4:30 p.m., the committee resumed. It was agreed that the committee proceed to clause-by-clause consideration of Bill C-13, An Act to implement certain provisions of the 2011 budget as updated on June 6, 2011 and other measures.

It was agreed, with leave, that the clauses be grouped according to the 22 parts of the bill as described in the Table of Provisions of Bill C-13.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title stand postponed.

It was agreed that part 1, which contains clauses 2-103, carry, on division.

It was agreed that part 2, which contains clauses 104-110, carry, on division.

The Honourable Senator Ringuette moved that an observation be attached to Bill C-13 objecting to non-budget items appearing in the bill.

After debate, the question being put on the motion, it was negatived.

It was agreed that the bill carry, on division.

It was agreed that the bill be reported to the Senate by the chair.

At 4:50 p.m., the committee adjourned to the call of the chair.
