The Standing Senate Committee on National Finance met this day, at 2 p.m., in room 2, Victoria Building, the chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Bellemare, Buth, Callbeck, Chaput, Day, Finley, Gerstein, Hervieux-Payette, P.C., McInnis, Nancy Ruth and Smith (Saurel) (11).

In attendance: Sylvain Fleury and Édison Roy-César, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 30, 2012, the committee continued its examination of the subject-matter of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.

Pierre Mercille, Senior Legislative Chief, GST Legislation;

Lalith Kottachchi, Legislative Chief, Real Property and Financial Institutions Section;

Kei Moray, Director, Intergovernmental Tax Policy, Evaluation and Research;

Deanne Field, Chief, Federal-Provincial Taxation.

Mr. Mercille made a statement and, together with Mr. Kottachchi, answered questions.

At 3:04 p.m., the committee suspended.

At 3:06 p.m., the committee resumed.

Ms. Moray made a statement and, together with Ms. Field, answered questions.

At 3:17 p.m., the committee adjourned to the call of the chair.
