The Standing Senate Committee on National Finance met this day, at 6:42 p.m., in room 9, Victoria Building, the chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Bellemare, Buth, Chaput, De Bané, P.C., Day, Eaton, Hervieux-Payette, P.C., Nancy Ruth, Seth and Smith (Saurel) (10).

In attendance: Sylvain Fleury and Édison Roy-César, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 20, 2012, the committee began its examination of the expenditures set out in the Supplementary Estimates (B) for the fiscal year ending March 31, 2013.

WITNESSES:

Treasury Board of Canada Secretariat:

Bill Matthews, Assistant Secretary, Expenditure Management Sector;

Sally Thornton, Executive Director, Expenditure Operations and Estimates; Expenditure Management Sector;

Marcia Santiago, Senior Director, Expenditure Management Sector.

Aboriginal Affairs and Northern Development Canada:

Michael Wernick, Deputy Minister;

Susan MacGowan, Chief Financial Officer.

Health Canada:

Glenda Yeates, Deputy Minister;

Jamie Tibbetts, Chief Financial Officer.

Mr. Matthews made a statement and, together with Ms. Thornton and Ms. Santiago, answered questions.

At 7:48 p.m., the committee suspended.

At 7:52 p.m., the committee resumed.

Ms. Yeates and Mr. Wernick each made a statement and, together with Mr. Tibbets and Ms. MacGowan, answered questions.

At 8:46 p.m., the committee adjourned to the call of the chair.
