The Standing Senate Committee on Banking, Trade and Commerce met this day at 10:30 a.m., in room 9, Victoria Building, the chair, the Honourable Irving Gerstein, presiding.

Members of the committee present: The Honourable Senators Bellemare, Beyak, Black, Gerstein, Greene, Hervieux-Payette, P.C., Maltais, Massicotte and Ringuette (9).

Other senator present: The Honourable Senator Tkachuk (1).

In attendance: Brett Stuckey and Adriane Yong, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 25, 2014, the committee continued its examination of Bill S-202, An Act to amend the Payment Card Networks Act (credit card acceptance fees). (For complete text of the order of reference, see proceedings of the committee, Issue No. 12.)

WITNESSES:

Canadian Bankers Association:

Darren Hannah, Acting Vice President, Policy and Operations.

AIMIA:

Vincent R. Timpano, President and Chief Executive Officer, Canada, and Executive Vice President;

John Bragg, Vice President, Global Government and Regulatory Affairs.

As an individuals:

Julian Morris, Vice President of Research, Reason Foundation (by video conference);

Todd J. Zywicki, Professor of Law, George Mason University Foundation (by video conference).

The chair made an opening statement.

Mr. Hannah made a statement and answered questions.

Mr. Timpano made a statement and, together with Mr. Bragg, answered questions.

At 11:33 a.m., the committee suspended.

At 11:35 a.m., the committee resumed.

Mr. Zywicki made a statement and, together with Mr. Morris, answered questions.

At 12:18 p.m., the committee adjourned to the call of the chair.
