The Standing Committee on Internal Economy, Budgets and Administration met this day, at 9 a.m., in room 160-S, Centre Block, the chair, the Honourable Noël A. Kinsella, presiding.
Members of the committee present: The Honourable Senators Campbell, Cordy, Downe, Doyle, Fraser, Furey, Johnson, Kinsella, Lang, LeBreton, P.C., Marshall, Munson, Seth, Smith (Saurel), Tkachuk and White (16)
Other senators in attendance: The Honourable Senators Charette-Poulin and McCoy (2).
Also in attendance: Mr. Gary W. O'Brien, Clerk of the Senate, and other senior Senate officials.
CIBA/2014-05-08/078(P) — Adoption of Minutes of Proceedings
It was moved by the Honourable Senator Tkachuk that the minutes of proceedings of May 1, 2014, be adopted.
The question being put on the motion, it was adopted.
CIBA/2014-05-08/079(P) — Update on the Centre Block East Pavilion and North Ventilation Tower Recapitalization Project
The Chair briefed the committee on the update given by Ms. Nancy Chahwan, Assistant Deputy Minister, Parliamentary Precinct Branch, PWGSC and Mr. Chris Rawling, Engineer, MHPM/Tiree, regarding the Centre Block East Pavilion and North Ventilation Tower Recapitalization Project.
Gilles Duguay, Director General, Parliamentary Precinct Services and Brigitte Desjardins, Director, Real Property Planning, answered questions.
CIBA/2014-05-08/080(P) — Telecommunications Services Outside the Parliamentary Precinct
Hélène Bouchard, Director, Information Services Directorate and Mr. Jim Cooke, Telecommunications Services Coordinator, presented a discussion paper on telecommunications services outside the Parliamentary Precinct.
After debate, it was agreed that this item be further discussed at a future meeting.
CIBA/2014-05-08/081(P) — Taxi Policy
Nicole Proulx, Director, Finance and Procurement, presented a proposal regarding the usage of taxi vouchers.
After debate, it was agreed that the usage of taxi vouchers in the Senate be eliminated effective June 1, 2014 and that a memo be sent to all senators, their staff and the Senate Administration.
CIBA/2014-05-08/082(P) — Senate Management Procedures for Employees with Disabilities
It was agreed that this item be deferred to the next meeting.
CIBA/2014-05-08/083(P) — Creation of an Advisory Working Group on the Review of the Senators' Travel Policy
It was moved by the Honourable Senator Tkachuk that an Advisory Working Group on the Review of the Senators' Travel Policy be created and that it be composed of the Honourable Senators Smith (Saurel) (Chair), Marshall, Lang, Tkachuk, Furey, Downe and Cordy (7).
The question being put on the motion, it was adopted.

It was agreed that this item be deferred to the next meeting.

It was agreed that this item be deferred to the next meeting.
