The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 5:03 p.m., in room 257, East Block, the chair, the Honourable Richard Neufeld, presiding.

Members of the committee present: The Honourable Senators Boisvenu, MacDonald, Massicotte, Mitchell, Neufeld, Patterson, Ringuette, Rivard, Seidman and Tannas (10).

Other senators present: The Honourable Senator Wells (1).

In attendance: Sam Banks and Marc LeBlanc, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, May 28, 2014, the committee continued its examination of the subject-matter of Bill C-5, An Act to amend the Canada-Newfoundland Atlantic Accord Implementation Act, the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act and other Acts and to provide for certain other measures. (For complete text of the order of reference, see proceedings of the committee, Issue No. 13.)

WITNESS:

As an individual:

The Honourable Robert Wells, Q.C., Former Inquiry Commissioner, Offshore Helicopter Safety Inquiry.

The chair made a statement.

Mr. Wells made a statement and answered questions.

At 6:12 p.m., the committee suspended.

At 6:16 p.m., the committee resumed.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-5, An Act to amend the Canada-Newfoundland Atlantic Accord Implementation Act, the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act and other Acts and to provide for certain other measures.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed, with leave, that the balance of the clauses in the bill be grouped together by parts, for the purposes of clause-by-clause consideration.

It was agreed that clauses 2 to 54 carry.

It was agreed that clauses 55 to 93 carry.

It was agreed that clauses 94 to 114 carry.

It was agreed that clauses 115 to119 carry.

It was agreed that clause 120 carry.

It was agreed that clause 121 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the chair report the bill to the Senate.

At 6:20 p.m., the committee adjourned to the call of the chair.
