The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 3:42 p.m., in room 160-S, Centre Block, the chair, the Honourable Richard Neufeld, presiding.

Members of the committee present: The Honourable Senators Beyak, Day, MacDonald, Massicotte, Neufeld, Patterson, Ringuette and Seidman (8).

In attendance: Marc LeBlanc, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Friday, June 19, 2015, the committee began its examination of Bill C-61, An Act to amend the Canada National Marine Conservation Areas Act.

Alan Latourelle, Chief Executive Officer;

Kevin McNamee, Director, Parks Establishment;

Rob Prosper, Vice President, Protected Areas Establishment & Conservations.

Canadian Parks and Wilderness Society:

Éric Hébert-Daly, Executive Director.

The chair made a statement.

Mr. Latourelle and Mr. Hébert-Daly each made a statement and, together with Mr. Prosper, answered questions.

At 4:18 p.m., pursuant to the order to the order of reference adopted by the Senate on Monday, June 22, 2015, the committee began its examination of Bill C-72, An Act to amend the Canada National Parks Act.

Rob Prosper, Vice President, Protected Areas Establishment & Conservations.

Canadian Parks and Wilderness Society:

Mr. Latourelle and Mr. Hébert-Daly each made a statement and answered questions.

At 4:33 p.m., the committee suspended.

At 4:35 p.m., the committee resumed and, pursuant to the order of reference adopted by the Senate on Monday, June 22, 2015, the committee began its examination of Bill C-64, An Act to amend the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act.

Natural Resources Canada:

Terence Hubbard, Director General, Petroleum Resources Branch, Energy Sector;

Samantha Maislin Dickson, Executive Director and General Counsel;

Samuel Millar, Senior Director, Frontier Lands Management Division, Energy Sector.

Canadian Parks and Wilderness Society:

Éric Hébert-Daly, National Executive Director.

The chair made a statement.

Mr. Hubbard and Mr. Hébert-Daly each made a statement and, together with Mr. Millar, answered questions.

At 4:51 p.m., it was agreed that the committee proceed to clause-by-clause consideration of Bill C-61, Act Act to amend the Canada National Marine Conservation Areas Act.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed, with leave, that the clauses in this bill and the other two bills may be grouped together by parts, for the purposes of clause-by-clause consideration.

It was agreed that clauses 2 to 5 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the chair report the bill to the Senate.

At 4:53 p.m., it was agreed that the committee proceed to clause by clause examination of Bill C-64, An Act to amend the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act.
