The Standing Senate Committee on Legal and Constitutional Affairs met at 11:02 a.m. this day, in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Dagenais, Frum, Joyal, P.C., McIntyre, Plett, Rivest, Runciman and Tkachuk (10).

Other senator present: The Honourable Senator Boisvenu (1).

In attendance: Robin MacKay, analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, February 11, 2014, the committee began its study of Bill C-14, An Act to amend the Criminal Code and the National Defence Act (mental disorder).

APPEARING:

The Honourable Peter MacKay, P.C., M.P., Minister of Justice and Attorney General of Canada.

WITNESSES:

Justice Canada:

Carole Morency, Director General and Senior General Counsel;

Julie Besner, Counsel, Criminal Law Policy Section.

The Honourable Mr. Justice Richard D. Schneider, Chair.

Schizophrenia Society of Canada:

Chris Summerville, Chief Executive Officer.

Centre for Addiction and Mental Health:

Dr. Alexander Simpson, Chief of Forensic Psychiatry.

Royal Ottawa Health Care Group:

Dr. John Bradford, Forensic Program and Professor of Psychiatry, University of Ottawa.

The chair made an opening statement.

The minister made a statement and answered questions.

At 12:09 p.m., the committee suspended.

At 12:22 p.m., the committee resumed.

Mr. Justice Schneider made a statement and answered questions.

At 1:10 p.m., the committee suspended.

At 1:14 p.m., the committee resumed.

Dr. Simpson and Mr. Summerville each made a statement and answered questions.

At 2:05 p.m., the committee suspended.

At 2:08 p.m., the committee resumed.

Dr. Bradford made a statement and answered questions.

At 2:30 p.m., the committee adjourned to the call of the chair.
