The Standing Senate Committee on Legal and Constitutional Affairs met at 10:31 a.m. this day, in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.
Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Dagenais, Frum, Jaffer, Joyal, P.C., McInnis, Plett, Rivard, Rivest and Runciman (12).
In attendance: Robin MacKay and Julian Walker, analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, November 5, 2014, the committee continued its study of Bill C-13, An Act to amend the Criminal Code, the Canada Evidence Act, the Competition Act and the Mutual Legal Assistance in Criminal Matters Act. The chair made an opening statement.
The officials from Justice Canada answered questions.
It was agreed that the committee proceed with clause by clause consideration of Bill C-13, An Act to amend the Criminal Code, the Canada Evidence Act, the Competition Act and the Mutual Legal Assistance in Criminal Matters Act.
It was agreed that the title stand postponed.
It was agreed that clause 1, which contains the short title, stand postponed.
It was agreed with leave that the remaining clauses be considered in groups of 10.
It was agreed that clauses 2 to 9 carry.
It was agreed that clauses 10 to 20 carry.
It was agreed that clauses 21 to 30 carry.
It was agreed that clauses 31 to 40 carry.
It was agreed that clauses 41 to 47 carry.
It was agreed that clause 1, which contains the short title, carry.
It was agreed that the title carry.
It was agreed that the bill carry.
It was agreed that the chair report the bill to the Senate.
At 10:47 a.m., the committee suspended.
At 10:48 a.m., the committee resumed, pursuant to the order of reference adopted by the Senate on Thursday, October 30, 2014, and began its study of the subject matter of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures, introduced in the House of Commons on October 23, 2014.

At 11:09 a.m., the committee suspended.
At 11:10 a.m., the committee resumed.
Mr. Bourgeois and Mr. Bodden each made a statement and answered questions.
Mr. Pruden was called to the table and answered additional questions.
At 11:57 a.m., the committee continued in camera pursuant to rule 12-16(d) to consider a draft report.
It was agreed that the senator's staff be allowed to remain in the room for the in camera portion of the meeting.
It was agreed that the draft report be adopted.
It was agreed that the chair table the report in the Senate.
At 11:59 a.m., the committee adjourned to the call of the chair.
