The Standing Senate Committee on National Finance met this day at 2 p.m., in room 160-S, Centre Block, the chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Bellemare, Buth, Callbeck, Chaput, Day, Eaton, Gerstein, Hervieux-Payette, P.C., Mockler, Seth and Smith (Saurel) (11).

In attendance: Sylvain Fleury and Raphaëlle Deraspe, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 5, 2013, the committee continued its examination of the subject-matter of Bill C-4, A second Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures.

Dora Benbaruk, Director and General Counsel, Treasury Board Secretariat Legal Services;

Treasury Board of Canada Secretariat:

Carl Trottier, Acting Assistant Deputy Minister, Compensation and Labour Relations Sector;

Dennis Duggan, Senior Policy Analyst, Compensation and Labour Relations Sector;

Drew Heavens, Senior Director, Compensation and Labour Relations Sector.

Mr. Trottier made a statement and, together with Mr. Duggan, Mr. Heavens and Ms. Benbaruk, answered questions.

At 4:02 p.m., it was agreed that the committee adjourn to the call of the chair.
