The Standing Committee on Rules, Procedures and the Rights of Parliament met this day at 9:32 a.m., in room 356- S, Centre Block, the chair, the Honourable Vernon White, presiding.

Members of the committee present: The Honourable Senators Batters, Cools, Doyle, Fraser, Frum, Furey, Jaffer, Martin, McIntyre, Seidman, Smith, P.C. (Cobourg), Tkachuk, Wells and White (14).

In attendance: Till Heyde, Chamber Operations Clerk; Dara Lithwick, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 14, 2015, the committee continued its consideration of Bill C-586, An Act to amend the Canada Elections Act and the Parliament of Canada Act (candidacy and caucus reforms).

WITNESSES:

As an individuals:

The Honourable Peter Milliken, P.C., O.C.,;

The Honourable Stéphane Dion, P.C., M.P.

The witnesses each made a statement and answered questions.

It was agreed that the committee proceed with clause by clause consideration of Bill C-586, An Act to amend the Canada Elections Act and the Parliament of Canada Act (candidacy and caucus reforms).

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed, on division.

It was agreed that clause 1 stand postponed, on division.

It was agreed that clause 2 carry, on division.

It was agreed that clause 3 carry, on division.

The chair asked whether clause 4 shall carry.

After debate, the question being put, the clause was adopted on the following vote:

YEAS

The Honourable Senators

Cools, Doyle, Frum, Furey, Jaffer, McIntyre, Seidman, Smith (Cobourg) and White — 9

NAYS

The Honourable Senators

Batters, Fraser, Martin, Tkachuk and Wells — 5

The chair asked whether clause 5 shall carry.

The question being put, the clause was adopted on the following vote:

YEAS

The Honourable Senators

Batters, Cools, Doyle, Frum, Furey, Jaffer, McIntyre, Seidman, Smith (Cobourg) and White — 10

NAYS

The Honourable Senators

Fraser, Martin, Tkachuk and Wells — 4

It was agreed that clause 6 carry.

It was agreed that clause 1 carry.

With leave, it was agreed that the Honourable Senator Batters be recorded as voting "Nay'' in the division on clause 4.

It was agreed that the preamble carry

It was agreed that the title carry.

The chair asked whether the bill shall carry.

The question being put, the bill was adopted on the following vote:

Batters, Cools, Doyle, Frum, Furey, Jaffer, Martin, McIntyre, Seidman, Smith (Cobourg) and White — 11

NAYS

The Honourable Senators

Fraser, Tkachuk and Wells — 3

After debate, it was agreed that the chair report the bill to the Senate.

At 11:20 a.m., the committee adjourned to the call of the chair.
