The Standing Senate Committee on National Security and Defence met this day at 3:33 p.m. in room 2, Victoria Building, the chair, the Honourable Daniel Lang, presiding.

Members of the committee present: The Honourable Senators Beyak, Dagenais, Dallaire, Day, Lang, Mitchell, Wells and White (8).

In attendance: Holly Porteous and Wolfgang Koerner, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, December 12, 2013, the committee continued its study on policies, practices, and collaborative efforts with Canada Border Services Agency. (For complete text of the order of reference, see proceedings of the committee, Issue No. 3.)

WITNESSES:

Customs and Immigration Union:

Jean-Pierre Fortin, President;

Jonathan Choquette, Communications Officer.

As an individual:

James (Joe) Bissett, former Canadian diplomat.

The chair made an opening statement.

Mr. Fortin made a statement and, together with Mr. Choquette, answered questions.

At 4:35 p.m., the committee suspended.

At 4:41 p.m., the committee resumed.

Mr. Bissett made a statement and answered questions.

At 5:44 p.m., the committee suspended.

At 5:46 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda.

It was agreed that senators' staff be permitted to remain in the room.

At 5:53 p.m. the committee resumed in public.

It was agreed that the following budget application for the committee's special study on veterans' affairs, for the fiscal year ending March 31, 2015, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.

It was agreed that the following budget application for the committee's special study on national security and defence policies, for the fiscal year ending March 31, 2015, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.

At 5:56 p.m., the committee adjourned to the call of the chair.
