The Standing Senate Committee on National Security and Defence met this day at 1:36 p.m., in room 2, Victoria Building, the chair, the Honourable Daniel Lang, presiding.

Members of the committee present: The Honourable Senators Dagenais, Day, Kenny, Lang, Mitchell, Ngo, Runciman, Stewart Olsen and White (9).

Other senators present: The Honourable Senators Jaffer and Moore (2).

In attendance: Holly Porteous and Christina Yeung, Analysts, Parliamentary Information and Research Service, Library of Parliament; Mark Palmer, Procedural Clerk, Committees Directorate; Alida Rubwindi, Communications Officer, Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on March 24, 2015, the committee continued its examination of the subject matter of Bill C-51, An Act to enact the Security of Canada Information Sharing Act and the Secure Air Travel Act, to amend the Criminal Code, the Canadian Security Intelligence Service Act and the Immigration and Refugee Protection Act and to make related and consequential amendments to other Acts.

Public Safety Canada:

John Ossowski, Associate Deputy Minister;

Lynda Clairmont, Senior Assistant Deputy Minister, National and Cyber Security Branch;

John Davies, Director General, National Security Policy, National and Cyber Security Branch.

Foreign Affairs, Trade and Development Canada:

Béatrice Maillé, Director General, Consular Policy;

Mark Glauser, Acting Director General, International Security and Intelligence.

Canada Border Services Agency:

Caroline Weber, Vice-President, Corporate Affairs Branch;

Geoff Leckey, Director General, Enforcement and Intelligence Operations.

The chair made a statement.

Mr. Ossowski made a statement and, together with Mr. Piragoff, Mr. Breithaupt, Ms. Clairmont and Mr. Davies, answered questions.

At 2:40 p.m., the committee suspended.

At 2:44 p.m., the committee resumed.

Mr. Glauser and Mr. Leckey each made a statement and, together with Ms. Weber, answered questions.

At 3:10 p.m., the committee suspended.

At 3:42 p.m., the committee resumed.

The witnesses answered questions.

At 3:45 p.m., the committee suspended.

At 3:49 p.m., the committee resumed.

Mr. Roach, Mr. Forcese, Mr. Leuprecht and Mr. Fogarty each made a statement and together answered questions.

At 5:17 p.m., the committee adjourned to the call of the chair.
