The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:16 p.m., in room 160- S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Bovey, Carignan, P.C., Cools, Cordy, Dawson, Downe, Duffy, Eaton, Gold, Housakos, Oh, Saint-Germain and Woo (15).

Other senator present: The Honourable Senator Pratte (1).

In attendance: Natalie Mychajlyszyn and Pascal Tremblay, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 7, 2017, the committee continued examination of Bill C-30, An Act to implement the Comprehensive Economic and Trade Agreement between Canada and the European Union and its Member States and to provide for certain other measures. (For complete text of the order of reference, see proceedings of the committee, Issue No. 20.)

The chair made a statement.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-30 An Act to implement the Comprehensive Economic and Trade Agreement between Canada and the European Union and its Member States and to provide for certain other measures.

It was agreed that the committee be allowed to group clauses, when appropriate.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clauses 2 to 10 carry.

It was agreed that clauses 11 to 20 carry.

It was agreed that clauses 21 to 30 carry.

It was agreed that clauses 31 to 40 carry.

It was agreed that clauses 41 to 50 carry.

It was agreed that clauses 51 to 60 carry.

It was agreed that clauses 61 to 70 carry.

It was agreed that clauses 71 to 80 carry.

It was agreed that clauses 81 to 90 carry.

It was agreed that clauses 91 to 100 carry.

After debate, it was agreed that the observations circulated to members of the committee be appended to the report.

It was agreed that the chair report Bill C-30, with observations, to the Senate.

At 4:42 p.m., the committee suspended.

At 4:48 p.m., the committee resumed in camera, pursuant to rule 12-16(1)(d), for consideration of a draft agenda (future business).

It was agreed that senators' staff be permitted to remain in the room for the in camera portion of the meeting.

Pursuant to the order of reference adopted by the Senate on March 22, 2016, the committee continued its study on recent political and economic developments in Argentina in the context of their potential impact on regional and global dynamics, including on Canadian policy and interests, and other related matters. (For complete text of the order of reference, see proceedings of the committee, Issue No. 3.)

Pursuant to rule 12-16(1)(d), the committee continued its consideration of a draft report.

Pursuant to the order of reference adopted by the Senate on March 22, 2016, the committee continued its study on the opportunities for strengthening cooperation with Mexico since the tabling, in June 2015, of the committee report entitled North American Neighbours: Maximizing Opportunities and Strengthening Cooperation for a more Prosperous Future. (For complete text of the order of reference, see proceedings of the committee, Issue No. 13.)

Pursuant to rule 12-16(1)(d), the committee began its consideration of a draft report.

At 5:03 p.m., the committee suspended.

At 5:21 p.m., the committee resumed in public.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 7, 2017, the committee began its examination of Bill C-31, An Act to implement the Free Trade Agreement between Canada and Ukraine.
