The Standing Committee on Internal Economy, Budgets and Administration met this day at 9 a.m., in room 160-S, Centre Block, the chair, the Honourable Leo Housakos, presiding.

Members of the committee present: The Honourable Senators Batters, Campbell, Downe, Housakos, Manning, Marshall, McCoy, Munson, Ngo, Plett, Smith, Tkachuk, Wallace and Wells (14).

Other senator present: The Honourable Senator Mitchell (1).

Also in attendance: Nicole Proulx, Chief Corporate Services Officer and Clerk of the Standing Committee on Internal Economy, Budgets and Administration; Charles Robert, Clerk of the Senate and Chief Legislative Officer; Michel Patrice, Law Clerk and Parliamentary Counsel and Chief, Parliamentary Precinct Services; and other senior Senate officials.

Also present: The official reporters of the Senate.

Pursuant to rule 12-7(1) of the Rules of the Senate, the committee continued its consideration of financial and administrative matters concerning the Senate's internal administration.

The Honourable Senator Manning made a presentation about a funding request for the Canadian group of the Interparliamentary Union to host the IPU Global Conference of Young Parliamentarians in Ottawa in November 2017. Senator Manning, Mr. Stanton and Ms. Labrecque-Riel answered questions.

The Honourable Senator Downe moved:

That approval be granted to host the Global Conference of Young Parliamentarians in Ottawa, Ontario in November 2017; and

That temporary funding of $469,130 be approved for fiscal year 2017-2018 which would be shared using the usual formula (30 per cent Senate, 70 per cent House of Commons) between the Senate ($140,739) and the House of Commons ($328,391).

After debate, the question being put on the motion, it was adopted.

CIBA/2016-11-17/184(P)|233| — JIC Funding: Regional Commonwealth Parliamentary Association Conference (July 2018)

Mr. Stanton made a presentation about a funding request for the Canadian Branch of the Commonwealth Parliamentary Association to host the 56th Regional Commonwealth Parliamentary Association in Ottawa in July 2018. Mr. Stanton, Senator Manning and Ms. Labrecque-Riel answered questions.

The Honourable Senator Munson moved:

That approval be granted to host the 56th Regional CPA Conference in Ottawa, Ontario in July 2018, and

That temporary funding of $28,163 be approved for fiscal year 2017-2018 and of $283,340 for fiscal year 2018- 2019 for a total of $311,503 which would be shared using the usual formula (30 per cent Senate, 70 per cent House of Commons) between the Senate ($93,450) and the House of Commons ($218,053).

After debate, the question being put on the motion, it was adopted.

CIBA/2016-11-17/185(P)|233| — JIC Funding: Annual Session of the NATO Parliamentary Assembly (November 2018)

The Honourable Senator Manning made a presentation about a funding request for the Canadian Group of the NATO Parliamentary Assembly to host the 64th Annual Session of the NATO Parliamentary Assembly in Halifax in November 2018. Senator Manning and Ms. Labrecque-Riel answered questions.

The Honourable Senator Marshall moved:

That approval be granted to host the 64th Annual Session of the NATO Parliamentary Assembly in Halifax, Nova Scotia in November 2018, and

That temporary funding of $103,163 be approved for fiscal year 2017-2018 and of $1,377,069 for fiscal year 2018-2019 for a total of $1,480,232 which would be shared using the usual formula (30 per cent Senate, 70 per cent House of Commons) between the Senate ($444,068) and the House of Commons ($1,036,164).

After debate, the question being put on the motion, it was adopted.

Mr. Stanton and the Honourable Senator Manning made a presentation about a permanent increase in funding to parliamentary association for 2017-2018. Mr. Stanton and Senator Manning answered questions with Ms. Labrecque- Riel.

At 10:38 a.m., the Honourable Senator McCoy replaced the Honourable Senator Cordy as a member of the committee.

The Honourable Senator Downe moved:

That approval be granted for additional permanent funding of $1,000,000 for fiscal year 2017-2018 and subsequent years which would be shared using the usual formula (30 percent Senate, 70 percent House of Commons) between the Senate ($300,000) and the House of Commons ($700,000).

The Honourable Senator Campbell moved:

That the motion be amended by adding the following:

That authorizing the amount of this be contingent on rule changes to allow independent senators to participate as association delegates.

After debate, the question being put on the motion in amendment, it was negatived on the following vote:
