The Standing Committee on Internal Economy, Budgets and Administration met this day at 8:34 a.m., in room 160- S, Centre Block, the chair, the Honourable Leo Housakos, presiding.

Members of the committee present: The Honourable Senators Batters, Cordy, Downe, Dupuis, Housakos, Jaffer, Marshall, Marwah, McCoy, Mitchell, Munson, Plett, Saint-Germain, Tannas, Tkachuk, Wells and Woo (17).

Also in attendance: Nicole Proulx, Clerk of the Standing Committee on Internal Economy, Budgets and Administration and Interim Clerk of the Senate; Hélène Bouchard, Interim Chief Corporate Services Officer; Jacqueline Kuehl, Law Clerk and Parliamentary Counsel; and Luc Presseau, Director of Human Resources.

Also present: The official reporters of the Senate.

Pursuant to rule 12-7(1) of the Rules of the Senate, the committee continued its consideration of financial and administrative matters concerning the Senate's internal administration.

CIBA/2017-09-28/328(P)|211| — Adoption of Minutes of Proceedings

The committee considered the Minutes of Proceedings of Thursday, September 21, 2017, in public portion.

The Honourable Senator Dupuis moved:

That the English version of the Minutes of Proceedings of Thursday, September 21, 2017, be amended on page 2, in item CIBA/2017-09-21/323(P) as follows:

(a) in the second paragraph, by deleting the word "oversight'';

(b) in the third paragraph, by deleting the words "an oversight body which would have an''.

After debate, the question being put on the motion, it was adopted.

The Honourable Senator Batters moved:

That the Minutes of Proceedings of Thursday, September 21, 2017, be amended on page 2, in item CIBA/2017- 09-21/323(P) in the third paragraph by replacing the words "the audit industry's'' with "industry''.

After debate, the question being put on the motion, it was adopted.

After debate, it was agreed that the Minutes of Proceedings of Thursday, September 21, 2017, as amended, be adopted.

The Chair of the Subcommittee on Agenda and Procedure, the Honourable Senator Housakos, tabled the Fourth Report of the subcommittee as follows:

FOURTH REPORT

Your subcommittee met on September 26, 2017, and wishes to report on the following decisions taken.

Membership Change on Subcommittee on the Senate Estimates

It was agreed that the Honourable Senator Saint-Germain replace the Honourable Senator Campbell as a member of the Subcommittee on the Senate Estimates.

Membership Change on Subcommittee on Committee Budgets

It was agreed that the Honourable Senator Saint-Germain replace the Honourable Senator Campbell as a member of the Subcommittee on Committee Budgets.

CIBA/2017-09-28/30(P)|233| — Membership Change: Joint Interparliamentary Council

The Honourable Senator Plett moved:

That the Honourable Senator MacDonald be named as a member of the Joint Interparliamentary Council (JIC) representing the Senate.

After debate, the question being put on the motion, it was adopted.

At 8:45 a.m., the committee suspended.

At 8:49 a.m., the committee resumed in camera, pursuant to rule 12-16(1).

Pursuant to rule 12-7(1) of the Rules of the Senate, the committee continued its consideration of financial and administrative matters concerning the Senate's internal administration.

At 10:21 a.m., the committee adjourned to the call of the chair.
