The Special Senate Committee on the Charitable Sector met this day at 11:01 a.m., in room W110, 1 Wellington St., the chair, the Honourable Terry M. Mercer, presiding.

Members of the committee present: The Honourable Senators Black (Ontario), Duffy, Francis, Martin, Mercer and Omidvar (6).

In attendance: Havi Echenberg and Nicole Sweeney, Analysts, Parliamentary Information and Research Services, Library of Parliament, Barbara Reynolds, Committee Clerk, Senate Committees Directorate, and Ben Silverman, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, January 30, 2018, the committee continued its study on the impact of federal and provincial laws and policies governing charities, nonprofit organizations, foundations, and other similar groups; and to examine the impact of the voluntary sector in Canada. At 12:06 p.m., the committee resumed.

At 12:47 p.m., the committee suspended.

At 2:04 p.m., the committee resumed.

At 2:10 p.m., the Honourable Senator Francis replaced the Honourable Senator Duffy as a member of the committee.

Mr. Manconi made a statement and, together with Ms. Khare, answered questions.

At 2:48 p.m., the committee suspended.

At 2:54 p.m., the committee resumed.

Mr. Leblanc, Mr. Schaan, Mr. Lionais, Mr. Ieraci and Ms. Voisin made statements and, together with Mr. Langdon, Mr. Patterson and Ms. Scott, answered questions.

At 4:18 p.m., the committee adjourned to the call of the chair.
