The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 6 p.m., in room B30, Senate of Canada Building, the chair, the Honourable Rosa Galvez, presiding.
Members of the committee present: The Honourable Senators Cordy, Galvez, LaBoucane-Benson, MacDonald, Massicotte, McCallum, Mitchell, Mockler, Patterson, Richards, Seidman, Simons, Stewart Olsen, Tkachuk and Woo (15).
Other senators present: The Honourable Senators Black (Alberta), Dalphond, McCoy and Wetston (4).
In attendance: Jesse Good, Analyst, Parliamentary Information and Research Service, Library of Parliament; Shaila Anwar, Deputy Principal Clerk, Senate Committees Directorate.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, December 12, 2018, the committee continued its study of Bill C-69, An Act to enact the Impact Assessment Act and the Canadian Energy Regulator Act, to amend the Navigation Protection Act and to make consequential amendments to other Acts. The Honourable Senator Massicotte moved:
That the committee completes the ongoing review and discussion of the amendments by Tuesday evening without fail, with permission and agreement to sit whatever hours this takes;
That the committee members receive a black-lined copy of the bill (noting all additions and removals to the proposed act) combined with an updated list of all amendments proposed by Wednesday noon;
That the committee confirm/amend/finalize/vote on all proposed clause-by-clause amendments at the Thursday morning meeting, with permission and agreement to sit whatever hours this take.
Debate on the motion of the Honourable Senator Massicotte.
At 6:23 p.m., it was agreed that the committee be suspended.
At 6:47 p.m., the committee resumed.
Resumption of the debate on the motion of the Honourable Senator Massicotte.
The Honourable Senator Massicotte moved:
That the motion be amended by adding the following after the word "That" in the second paragraph: "best efforts be pursued so that".
After debate, the question being put on the motion as amended, it was negatived by a show of hands.
The chair asked whether it was agreed to proceed to the clause-by-clause consideration of Bill C-69.
After debate, the Honourable Senator Woo moved:
That the committee start the clause-by-clause consideration of Bill C-69 for items 1 to 19 on the roadmap.
After debate and with leave of the committee, the motion was withdrawn.
The committee discussed the proposed amendments.
Ms. Loth-Bown answered some questions.
At 8:43 p.m., it was agreed that the committee adjourn to the call of the chair.
