The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:31 a.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Dagenais, Fraser, Jaffer, Joyal, P.C., McIntyre, Runciman and White (10).

In attendance: Julian Walker and Maxime Charron-Tousignant, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, January 28, 2016, the committee continued its study on matters pertaining to delays in Canada's criminal justice system. (For complete text of the order of reference, see proceeding of the committee, Issue No. 1.)

Dale McFee, Deputy Minister, Corrections and Policing.

Department of Justice Canada:

Donald Piragoff, Senior Assistant Deputy Minister, Policy Sector;

Lucie Angers, General Counsel, Criminal Law Policy Section.

Public Safety Canada:

Gina Wilson, Associate Deputy Minister;

Angela Connidis, Director General, Corrections & Criminal Justice Directorate.

Uniform Law Conference of Canada:

Elizabeth Strange, Chair.

The chair made a statement.

Mr. Piragoff, Ms. Angers, Mr. McFee, Ms. Wilson and Ms. Strange each made a statement and, together with Ms. Connidis, answered questions.

At 12:03 p.m., the committee suspended.

At 12:10 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda (future business).

It was moved that the committee allow the transcription of today's in camera meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members present and the committee analysts, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure but no later than at the end of this parliamentary session.

The question being put on the motion, it was adopted.

At 12:38 p.m., the committee adjourned to the call of the chair.
