The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:16 p.m., in room 257, East Block, the chair, the Honourable Serge Joyal, P.C., presiding.
Members of the committee present: The Honourable Senators Batters, Boisvenu, Boniface, Carignan, P.C., Dupuis, Fraser, Gold, Joyal, P.C., McIntyre, Pratte, Sinclair and White (12).
In attendance: Julian Walker and Maxime Charron-Tousignant, Analysts, Parliamentary Information and Research Services, Library of Parliament; Marcy Galipeau, Chief, Committees and Outreach, Senate Communications Directorate.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, November 22, 2017, the committee began its consideration of Bill C-60, An Act to correct certain anomalies, inconsistencies and errors and to deal with other matters of a non-controversial and uncomplicated nature in the Statutes of Canada and to repeal certain Acts and provisions that have expired, lapsed or otherwise ceased to have effect.

The chair made a statement.
Ms. Khanna, Mr. Bélanger and Ms. Yost answered questions.
It was agreed that the committee proceed to clause-by-clause consideration of Bill C-60, An Act to correct certain anomalies, inconsistencies and errors and to deal with other matters of a non-controversial and uncomplicated nature in the Statutes of Canada and to repeal certain Acts and provisions that have expired, lapsed or otherwise ceased to have effect.
With leave, the Honourable Senator Fraser moved:
That the committee be allowed to group clauses by the 4 parts identified in the bill, when appropriate.
The question being put on the motion, it was adopted.
It was agreed that the title stand postponed.
It was agreed that clause 1, which contains the short title, stand postponed.
It was agreed that Part 1, entitled Amendments, containing clauses 2 to 61, carry, on division.
It was agreed that Part 2 entitled Terminology, containing clauses 62 to 63 carry, on division.
It was agreed that Part 3, entitled Repeals, containing clauses 64 to 71 carry, on division.
It was agreed that Part 4, entitled Coordinating Amendments, containing clauses 72 to 74 carry, on division.
It was agreed that clause 1, which contains the short title, carry, on division.
It was agreed that the title carry, on division.
It was agreed that the bill carry.
It was agreed that the chair report Bill C-60 to the Senate.
At 4:45 p.m., the committee suspended.
At 4:47 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda (future business).
At 5:25 p.m., the committee adjourned to the call of the chair.
