The Special Senate Committee on Senate Modernization met this day at 12:05 p.m., in room 257, East Block, the deputy chair, the Honourable Serge Joyal, presiding.

Members of the committee present: The Honourable Senators Bellemare, Cormier, Dupuis, Forest, Gagné, Greene, Joyal, P.C., McCoy, McIntyre, Ringuette, Stewart Olsen, Tardif and Tkachuk (13).

Other senator present: The Honourable Senator Mercer (1).

In attendance: Sebastian Spano, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, October 6, 2016, the committee continued its examination of Bill S-213, An Act to amend the Constitution Act, 1867 and the Parliament of Canada Act (Speakership of the Senate). (For complete text of the order of reference, see proceedings of the committee, Issue No. 8.)

After debate, the Honourable Senator Tkachuk moved that the committee proceed to clause-by-clause consideration of Bill S-213, An Act to amend the Constitution Act, 1867 and the Parliament of Canada Act (Speakership of the Senate).

The question being put on the motion, it was adopted.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clause 2 carry, on division.

It was agreed that clause 3 carry, on division.

It was agreed that clause 4 carry, on division.

It was agreed that clause 5 carry, on division.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

After debate, it was agreed that observations be appended to the committee's report on the bill.

It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the observations being appended to the report taking into consideration today's discussion and with any necessary editorial, grammatical or translation changes as required.

It was agreed that in the absence of the Honourable Senator McInnis on the Subcommittee on Agenda and Procedure, that the Honourable Senator Greene act on his behalf in order to approve the observations appended to the Bill.

It was agreed that the deputy chair report the bill, with observations, to the Senate, on division.

At 12:53 p.m., the committee adjourned to the call of the chair.
