The Standing Senate Committee on National Finance met this day at 2 p.m., in room 160-S, Centre Block, the chair, the Honourable Larry Smith, presiding.

Members of the committee present: The Honourable Senators Ataullahjan, Beyak, Cools, Eaton, Marshall, Mockler, Pratte and Smith (8).

Other senator present: The Honourable Senator Day (1).

In attendance: Alex Smith and Sylvain Fleury, analysts, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, May 3, 2016, the committee continued its study of the subject matter of all of Bill C-15, An Act to implement certain provisions of the budget tabled in Parliament on March 22, 2016 and other measures. (For complete text of the order of reference, see proceedings of the committee, Issue No. 9.)

WITNESSES:

Jack Mintz, President's Fellow, School of Public Policy, University of Calgary.

Statistics Canada:

James Tebrake, Director General, Macroeconomic Accounts Branch;

Tom Dufour, Director, Public Sector Statistics.

Department of Finance Canada:

Tom McGirr, Chief, Equalization and TFF Policy, Federal-Provincial Relations Division, Federal-Provincial Relations and Social Policy Branch;

Duane Hayes, Chief, Program Payments and Estimates Section, Federal-Provincial Relations Division, Federal- Provincial Relations and Social Policy Branch.

At 2:02 p.m., Mr. Mintz made an opening statement and answered questions.

At 3:01 p.m., the committee suspended.

At 3:04 p.m., the committee resumed.

At 3:06 p.m., Mr. Tebrake made an opening statement.

At 3:10 p.m., the Honourable Senator Marshall took the chair.

At 3:14 p.m., Mr. McGirr made an opening statement.

Mr. Tebrake and Mr. McGirr answered questions.

At 3:20 p.m., the committee adjourned to the call of the chair.
