The Standing Senate Committee on National Finance met this day, at 1:48 p.m., in room 160-S, Centre Block, the chair, the Honourable Percy Mockler, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Cools, Eaton, Forest, Marshall, Mockler, Moncion, Oh, Pratte and Woo (10).

In attendance: Sylvain Fleury and Olivier Leblanc-Laurendeau, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Monday, May 8, 2017, the committee continued its examination of the subject matter of all of Bill C-44, An Act to implement certain provisions of the budget tabled in Parliament on March 22, 2017 and other measures.

WITNESSES:

Office of the Parliamentary Budget Officer:

Jean-Denis Fréchette, Parliamentary Budget Officer;

Mostafa Askari, Assistant Parliamentary Budget Officer;

Mark Mahabir, General Counsel and Director of Policy for PBO.

As individuals:

Sahir Khan, Executive Vice-President, Institute of Fiscal Studies and Democracy, University of Ottawa;

Geneviève Tellier, Full Professor, School of Political Studies, University of Ottawa.

Mr. Fréchette made a statement and, with Mr. Askari and Mr. Mahabir, answered questions.

At 2:50 p.m., the committee suspended.

At 2:57 p.m., the committee resumed.

Ms. Tellier and Mr. Khan each made a statement and answered questions.

At 3:55 p.m., the committee adjourned to the call of the chair.
