The Standing Senate Committee on National Finance met this day at 9:31 a.m., in room 9, Victoria Building, the chair, the Honourable Percy Mockler, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Black (Alberta), Cools, Eaton, Harder, P.C., Jaffer, Marshall, Mockler, Moncion, Neufeld, Omidvar and Pratte (12).

Other senator present: The Honourable Senator Mitchell (1).

In attendance: Alex Smith and Sylvain Fleury, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 21, 2018, the committee began its consideration of Bill C-24, An Act to amend the Salaries Act and to make a consequential amendment to the Financial Administration Act.

APPEARING:

The Honourable Bardish Chagger, P.C., M.P., Leader of the Government in the House of Commons and Minister of Small Business and Tourism.

WITNESSES:

Privy Council Office:

Allen Sutherland, Assistant Secretary, Machinery of Government;

Martha Boyle, Privy Council Officer, Machinery of Government.

The chair made a statement.

Minister Chagger and Mr. Sutherland each made a statement and, together with Ms. Boyle, answered questions.

At 10:20 a.m., the committee suspended.

At 10:25 a.m., the committee resumed.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-24.

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 2 carry, on division.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.

It was agreed that clause 5 carry.

It was agreed that clause 6 carry.

It was agreed that the title carry.

It was agreed that the bill carry, on division.

It was agreed that the chair report Bill C-24 to the Senate, as soon as possible.

At 10:27 a.m., the committee adjourned to the call of the chair.
