The Standing Senate Committee on Fisheries and Oceans met this day at 5:08 p.m., in room 9, Victoria Building, the chair, the Honourable Fabian Manning, presiding.
Members of the committee present: The Honourable Senators Enverga, Hubley, Manning, McInnis, Munson, Poirier, Raine, Stewart Olsen and Watt (9).
In attendance: Odette Madore, Analyst, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, February 23, 2016, the committee began its consideration of Bill S-208, An Act respecting National Seal Products Day.
WITNESS:
The Honourable Senator Céline Hervieux-Payette, P.C., sponsor of the bill
The Honourable Senator Hervieux-Payette, P.C., made a statement and answered questions.
At 5:48 p.m., the committee suspended.
At 5:53 p.m., the committee resumed in public.
It was agreed that the committee proceed to clause-by-clause consideration of Bill S-208, An Act respecting National Seal Products Day.
It was agreed that the title stand postponed.
It was agreed that the preamble stand postponed.
It was agreed that clause 1, which contains the short title, stand postponed.
It was agreed that clause 2 carry.
It was agreed that clause 3 carry.
It was agreed that clause 1, which contains the short title, carry.
The chair asked whether the preamble shall carry.
The Honourable Senator Watt moved:
That Bill S-208 be amended in the preamble on pages 1 and 2 by replacing the word "Aboriginal'' with the word "Indigenous'' in four instances in the English version of the bill.
After debate, the question being put on the motion in amendment, it was adopted.
It was agreed that the preamble, as amended, carry.
It was agreed that the title carry.
It was agreed that the bill carry.
It was agreed that the chair report the bill, as amended, to the Senate.
The Honourable Senator McInnis moved:
That the committee proceed in camera, pursuant to rule 12-16(1)(d), for the consideration of a draft agenda (future business).
At 5:59 p.m., the committee suspended.
At 6:03 p.m., the committee resumed in camera to consider a draft agenda (future business).
At 6:27 p.m., the committee adjourned to the call of the chair.
