The Standing Committee on Rules, Procedures and the Rights of Parliament met in camera this day at 9:56 a.m., in room 356-S, Centre Block, the deputy chair, the Honourable Vernon White, presiding.

Members of the committee present: The Honourable Senators Batters, Bellemare, Dupuis, Frum, Joyal, P.C., Lankin, P.C., Plett, Ringuette, Seidman and White (10).

In attendance: Catherine Piccinin, Acting Principal Clerk, Table Research Branch; Blair Armitage, Principal Clerk, Committees Directorate; Shaila Anwar, Acting Deputy Principal Clerk, Committees Directorate; David Groves and Marc-André Roy, Analysts, Parliamentary Information and Research Services, Library of Parliament;

Also present: The official reporters of the Senate.

Pursuant to rule 12-7(2)(a), the committee considered amendments to the Rules relating to service fee proposals for the consideration of the Senate.

It was agreed that the amendments considered today be adopted as a report to the Senate, and that the Subcommittee on Agenda and Procedure be authorized to finalize the text of the report for presentation to the Senate by the deputy chair.

At 10:05 a.m., pursuant to rule 12-7(2)(c), the committee considered the orders and practices of the Senate and the privileges of Parliament.

Pursuant to rule 12-16(1)(d), the committee considered a draft agenda (future business).

At 10:38 a.m., the committee adjourned to the call of the chair.
