The Standing Senate Committee on National Security and Defence met this day at 1:34 p.m., in room 2, Victoria Building, the chair, the Honourable Gwen Boniface, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Boniface, Dagenais, Griffin, Jaffer, McIntyre, McPhedran and Oh (8).

Other senator present: The Honourable Senator Housakos (1).

In attendance: Daniel McBryde and Constance Naud-Arcand, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 3, 2018, the committee continued its consideration of Bill C-211, An Act respecting a federal framework on post-traumatic stress disorder. (For complete text of the order of reference, see proceedings of the committee, Issue No. 28.)

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-211, An Act respecting a federal framework on post-traumatic stress disorder.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.

It was agreed that clause 5 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the preamble carry.

It was agreed that the title carry.

It was agreed that the bill carry.

At 1:37 p.m., pursuant to rule 12-16(1)(d), the committee continued in camera, to consider a draft report.

It was agreed that the chair report Bill C-211 with observations to the Senate, at the earliest opportunity.

Pursuant to rule 12-16(1)(d), the committee considered future business.

At 2:12 p.m., the committee suspended.

At 2:26 p.m., the committee resumed in public and, pursuant to the order of reference adopted by the Senate on Tuesday, January 26, 2016, the committee continued its examination on Canada's national security and defence policies, practices, circumstances and capabilities. WITNESSES:

General Jonathan Vance, Chief of the Defence Staff;

Denise Preston, Executive Director, Sexual Misconduct Response Centre.

The chair made a statement.

General Vance and Ms. Preston each made statements and answered questions.
