The Standing Senate Committee on National Security and Defence met this day at 1 p.m., in room 160-S, Centre Block, the chair, the Honourable Gwen Boniface, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Boniface, Dagenais, Griffin, McIntyre, McPhedran, Oh, Pratte and Richards (9).

In attendance: Christina Yeung, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 23, 2018, the committee continued its consideration of Bill C-21, An Act to amend the Customs Act. (For complete text of the order of reference, see proceedings of the committee, Issue No. 32.)

WITNESSES:

Office of the Auditor General of Canada:

Nicholas Swales, Principal;

Martin Dompierre, Principal.

Mohawk Council of Akwesasne:

Abram Benedict, Grand Chief;

Edward Roundpoint, Chief, Kawehnoke District.

As an individual:

Rey Koslowski, Director of the Master of International Affairs Program, Rockefeller College of Public Affairs and Policy, University of Albany (by video conference).

The chair made a statement.

Mr. Swales and Mr. Dompierre made statements and together answered questions.

At 1:49 p.m., the committee suspended.

At 1:56 p.m., the committee resumed.

Grand Chief Benedict and Chief Roundpoint made statements and together answered question.

At 2:39 p.m., the committee suspended.

At 2:46 p.m., the committee resumed.

Mr. Koslowski made a statement and answered questions.

At 3:46 p.m., the committee adjourned to the call of the chair.
