The Standing Senate Committee on Transport and Communications met this day at 6:47 p.m., in room W110, 1 Wellington St., the chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Dasko, Dawson, Gagné, Galvez, Griffin, MacDonald, Miville-Dechêne, Simons, Smith and Tkachuk (11).

Other senators present: The Honourable Senators Black (Alberta), Dalphond, Jaffer, McCoy and Oh (5).

In attendance: Jed Chong and Zackery Shaver, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, December 11, 2018, the committee continued its examination of Bill C-48, An Act respecting the regulation of vessels that transport crude oil or persistent oil to or from ports or marine installations located along British Columbia's north coast. (For complete text of the order of reference, see proceedings of the committee, Issue No. 46.)

WITNESSES:

Western Canada Marine Response Corporation:

Michael Lowry, Manager, Communications (by video conference).

Whitecap Resources Inc.:

Grant Fagerheim, President and Chief Executive Officer (by video conference).

Independent Contractors and Businesses Association of British Columbia:

Tim McEwan, Senior Vice President.

Living Oceans Society:

Karen G. Wristen, Executive Director (by video conference).

The chair made a statement.

Mr. Lowry, Mr. Fagerheim and Mr. McEwan made statements and answered questions.

At 8:11 p.m., the committee suspended.

At 8:15 p.m., the committee resumed.

Ms. Wristen made a statement and answered questions.

At 8:57 p.m., the committee considered two draft budget applications for public hearings in northern British Columbia.

After debate, it was agreed that the following legislative budget application, for the fiscal year ending March 31, 2020, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration, subject to review by the Senate Administration:

ACTIVITY 1: Prince Rupert and Terrace, British Columbia $136,640
TOTAL $136,640

At 9:06 p.m., the committee adjourned to the call of the chair.
