Pursuant to the order of the Senate of March 30, 2021, the Standing Senate Committee on Human Rights met this day by videoconference at 5:04 p.m. [ET], the deputy chair, the Honourable Wanda Elaine Thomas Bernard, presiding. This meeting is considered to have taken place in the parliamentary precinct.
Members of the committee present by videoconference: The Honourable Senators Ataullahjan, Bernard, Boyer, Hartling, Martin, Mégie, Ngo and Pate (8).
Participating in the meeting: Maxime Fortin, Procedural Clerk, Committees Directorate;
Lara Coleman, Jean-Philippe Duguay, Robert Mason and Martin McCullum, Analysts, Parliamentary Information and Research Services, Library of Parliament; Ben Silverman, Communications Officer, Communications Directorate.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, March 16, 2021, the committee began its examination of Bill S-204, An Act to amend the Criminal Code and the Immigration and Refugee Protection Act (trafficking in human organs).
WITNESSES:
The Honourable Senator Salma Ataullahjan, sponsor of the bill.
International Coalition to End Transplant Abuse in China:
The Honourable David Kilgour, P.C., Representative.
The deputy chair made a statement.
The Honourable Senator Martin moved that a list of witnesses who appeared before the committee, along with a list of all briefs, documents and testimony received during the First Session of the Forty-second Parliament on Bill S-204, an Act to amend the Criminal Code and Immigration and Refugee Protection Act (trafficking in human organs), by the Standing Senate Committee on Human Rights be appended to the official minutes of this committee proceeding.
The question being put on the motion, it was adopted.
The Honourable Senator Ataullahjan and the Honourable David Kilgour, P.C., each made a statement and answered questions.
It was agreed that the committee proceed to clause-by-clause consideration of Bill S-204.
It was agreed that the title stand postponed.
It was agreed that clause 1 carry.
It was agreed that clause 2 carry.
It was agreed that clause 3 carry.
It was agreed that the title carry.
It was agreed that the bill carry.
It was agreed that Bill S-204 be reported to the Senate.
At 6:03 p.m., the committee suspended.
At 6:10 p.m., the committee resumed in camera, pursuant to rule 12-16(1)(d), to consider a draft agenda (future business), the chair, the Honourable Salma Ataullahjan, presiding.
Pursuant to the order of reference adopted by the Senate on Tuesday, March 30, 2021, the committee began its examination of matters relating to human rights generally, as stated in rule 12-7(14).
At 7:03 p.m., the committee adjourned to the call of the chair.
