Pursuant to the order of the Senate of March 30, 2021, the Standing Senate Committee on Human Rights met in camera this day by videoconference at 5:03 p.m. [ET], the chair, the Honourable Salma Ataullahjan, presiding. This meeting is considered to have taken place in the parliamentary precinct.

Members of the committee present by videoconference: The Honourable Senators Ataullahjan, Bernard, Boyer, Hartling, Mégie, Ngo and Pate (7).

Participating in the meeting: Dan Charbonneau, Procedural Clerk, Committees Directorate; Lara Coleman, Jean-Philippe Duguay, Robert Mason and Martin McCallum, Analysts, Parliamentary Information and Research Services, Library of Parliament; Ben Silverman, Communications Officer, Communications Directorate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 30, 2021, the committee continued its study of matters relating to human rights generally, as stated in rule 12-7(14). (Topics: Forced and coerced sterilization of persons in Canada, as well as the human rights of federally‑sentenced persons.)

Pursuant to rule 12-16(1)(d), the committee considered two draft reports in camera.

The chair made a statement.

It was agreed that the draft report on forced sterilization be adopted as amended; that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the report, taking into consideration this meeting's discussions, with any necessary editorial, grammatical and translation changes required and that the chair table the report in the Senate at the earliest opportunity.
