The Standing Senate Committee on Foreign Affairs and International Trade met this day at 11:29 a.m., in room C128, Senate of Canada Building, the chair, the Honourable Peter M. Boehm, presiding.

Members of the committee present: The Honourable Senators Boehm, Boniface, Cardozo, Greene, Harder, P.C., Housakos, MacAdam, MacDonald, McNair, Ravalia and Woo (11).

Other senators present: The Honourable Senator Kutcher (1).

Participating in the meeting: Nadia Faucher and Brian Hermon, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, February 15, 2024, the committee continued its examination of Bill C-57, An Act to implement the 2023 Free Trade Agreement between Canada and Ukraine.

APPEARING:

The Honourable Mary Ng, P.C., M.P., Minister of Export Promotion, International Trade and Economic Development.

WITNESSES:

Global Affairs Canada:

Dean Foster, Director and Deputy Chief Negotiator, Trade Negotiations – Africa, Americas, Europe, India, Middle East;

Adam Douglas, Senior Counsel and Deputy Director, Investment and Services Law;

Vincent Boulanger, Deputy Director, Investment Trade Policy.

The minister made a statement and, together with Dean Foster, answered questions.

At 12:20 p.m., the committee suspended.

At 12:21 p.m., the committee resumed..

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-57.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

With leave and pursuant to rule 12-20(4), it was agreed that the committee group the remaining clauses in groups of 10.

It was agreed that clauses 2 to 11 carry.

It was agreed that clauses 12 to 21 carry.

It was agreed that clauses 22 to 31 carry.

It was agreed that clause 32 to 40 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the chair report Bill C-57 without amendment to the Senate, in both official languages.

At 12:24 p.m., the committee adjourned to the call of the chair.
