The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:14 p.m., in room C128, Senate of Canada Building, the chair, the Honourable Peter M. Boehm, presiding.

Members of the committee present: The Honourable Senators Al Zaibak, Boehm, Boniface, Coyle, Deacon (Ontario), Gerba, Gold, P.C., Greene, Harder, P.C., Housakos, MacDonald, Ravalia and Woo (13).

Other senators present: The Honourable Senators Black and Robinson (2).

Participating in the meeting: Brian Hermon and Zachariah Black, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, April 16, 2024, the committee began its consideration of Bill C-282, An Act to amend the Department of Foreign Affairs, Trade and Development Act (supply management).

WITNESSES:

Luc Thériault, Member of Parliament for Montcalm, sponsor of the bill;

Yves Perron, Member of Parliament for Berthier-Maskinongé, Spokesperson for agriculture, agri-food and supply management;

Simon-Pierre Savard-Tremblay, Member of Parliament for Saint-Hyacinthe-Bagot.

Global Affairs Canada:

Doug Forsyth, Director General, Market Access and Trade Controls Bureau;

Sandra Leduc, Executive Director, Criminal, Security and Diplomatic Law Division.

Agriculture and Agri-Food Canada:

Tom Rosser, Assistant Deputy Minister, Market and Industry Services Branch.

Luc Thériault, Yves Perron and Simon-Pierre Savard-Tremblay each made a statement and answered questions.

At 5:15 p.m., the committee suspended.

At 5:21 p.m., the committee resumed.

Doug Forsyth and Tom Rosser each made a statement and, together with Sandra Leduc, answered questions.

At 6:14 p.m., the committee adjourned to the call of the chair.
