The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:16 p.m., in room C128, Senate of Canada Building, the chair, the Honourable Peter M. Boehm, presiding.

Members of the committee present: The Honourable Senators Boehm, Boniface, Busson, Deacon (Ontario), Gerba, Gold, P.C., Harder, P.C., Housakos, MacDonald, Plett, Ravalia, Ross, Verner, P.C. and Woo (14).

Other senators present: The Honourable Senator Youance (1).

Participating in the meeting: Brian Hermon and Zachariah Black, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, April 16, 2024, the committee continued its consideration of Bill C-282, An Act to amend the Department of Foreign Affairs, Trade and Development Act (supply management).

WITNESS:

Global Affairs Canada

Doug Forsyth, Director General, Market Access and Trade Controls Bureau.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-282.

Doug Forsyth was invited to the table and answered questions.

It was agreed that the title stand postponed.

The chair asked whether clause 1 shall carry.

The Honourable Senator Harder, P.C., moved that Bill C-282 be amended in clause 1, on page 1, by adding the following after line 17:

(2.2) Subsection (2.1) does not apply to a commitment made on behalf of Canada by

(a) international trade treaty or agreement that existed upon the coming into force of that subsection;

(b) renegotiation of an international trade treaty or agreement that existed upon the coming into force of that subsection; or

(c) international trade treaty or agreement that was in the course of being negotiated upon the coming into force of that subsection.”.

After debate, the question being put on the motion in amendment, it was adopted on the following vote:

It was agreed that clause 1, as amended, carry, on division.

It was agreed that the title carry.

It was agreed that the bill, as amended, carry, on division.

It was agreed that the Law Clerk and Parliamentary Counsel be authorized to make necessary technical, grammatical, or other required non-substantive changes as a result of the amendments adopted by the committee, in both official languages, including updating cross-references and renumbering of provisions.

The committee discussed observations.

After debate, it was agreed that the observation on the purpose of Bill C-282 and the policy of supply management prepared and circulated by the Honourable Senator Deacon (Ontario), as modified, be appended to the report.

It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the observations being appended to the report, in both official languages, taking into consideration the changes discussed in committee, and with any necessary editorial, grammatical or translation changes as required.

It was agreed that the chair report Bill C-282, with amendment and with observations, to the Senate, in both official languages.

At 5:23 p.m., the committee adjourned to the call of the chair.
