Pursuant to the order of the Senate of May 5, 2022, the Standing Senate Committee on Agriculture and Forestry met this day in room B45, Senate of Canada Building, and with videoconference at 9 a.m. ET, the chair, the Honourable Robert Black, presiding.

Members of the committee present: The Honourable Senators Black, Bovey, Cotter, Oh, Simons and Yussuff (6).

Members of the committee present by videoconference: The Honourable Senators Bellemare, Deacon (Nova Scotia), Petitclerc and Wetston (4).

Participating in the meeting: Tracy Amendola, Administrative Assistant, Committees Directorate; Ben Silverman, Communications Officer, Communications Directorate; Offah Obale, Analyst, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, April 28, 2022, the committee continued its consideration of the subject matter of those elements contained in Parts 4, 5 and 6 of Bill S-6, An Act respecting regulatory modernization.

WITNESSES (by videoconference):

Manon Bombardier, Assistant Deputy Minister, Pest Management Regulatory Agency, Transformation;

Jason Flint, Director General, Policy and Operations Directorate, Pest Management Regulatory Agency.

CropLife Canada:

Pierre Petelle, President and Chief Executive Officer.

Grain Growers of Canada:

Branden Leslie, Manager, Policy and Government Relations.

Canadian National Millers Association:

Gordon Harrison, President.

David Suzuki Foundation:

Lisa Gue, Manager, National Policy.

Treasury Board of Canada Secretariat:

James van Raalte, Executive Director, Regulatory Policy and Cooperation Directorate.

Manon Bombardier, Jason Flint, Pierre Petelle, Branden Leslie and Lisa Gue each made a statement and, together with Gordon Harrison and James van Raalte, answered questions.

At 10:26 a.m., the committee suspended.

At 10:27 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft report.

It was agreed that the committee allow the transcription of the in camera portion of today’s meeting, that one copy be kept with the clerk of the committee for consultation by committee members or staff; and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

At 11 a.m., the committee adjourned to the call of the chair.
