Pursuant to the order of the Senate of May 5, 2022, the Standing Senate Committee on Agriculture and Forestry met this day in room B45, Senate of Canada Building, and with videoconference at 9:01 a.m. ET, the chair, the Honourable Robert Black, presiding.

Members of the committee present: The Honourable Senators Cotter, Deacon (Nova Scotia), Klyne, Oh, Petitclerc and Simons (6).

Members of the committee present by videoconference: The Honourable Senators Black and Jaffer (2).

Participating in the meeting: Tracy Amendola, Administrative Assistant, Committees Directorate; Ben Silverman, Communications Officer, Communications Directorate; Offah Obale, Analyst, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, June 7, 2022, the committee continued its consideration of Bill S-236, An Act to amend the Employment Insurance Act and the Employment Insurance Regulations (Prince Edward Island).

It was agreed that the committee proceed to clause-by-clause consideration of Bill S-236.

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

Before the chair asked if the title shall carry, the Honourable Deacon (Nova Scotia) moved that Bill S-236 be amended, on page 1, by adding the following after line 17:

Coming into Force

4. This Act comes into force on the first Sunday that is at least 30 days after the day on which it receives royal assent.”.

After debate, the question being put on the motion in amendment, it was adopted.

It was agreed that the title carry.

It was agreed that the bill, as amended, carry.

It was agreed that the Law Clerk and Parliamentary Counsel be authorized to make necessary technical, grammatical, or other required non-substantive changes as a result of the amendments adopted by the committee, including updating cross-references and renumbering of provisions.

At 9:13 a.m., the committee suspended.

At 9:14 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft report.

It was agreed that the committee allow the transcription of the in camera portion of today’s meeting, that one copy be kept with the clerk of the committee for consultation by committee members or staff; and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

It was agreed that observations be appended to the committee's report on the bill.

It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the observations being appended to the report, taking into consideration this meeting's discussions, and with any necessary editorial, grammatical or translation changes as required.

It was agreed that the chair report Bill S-236, with amendment and with observations, to the Senate.

At 9:53 a.m., the committee adjourned to the call of the chair.
