The Standing Senate Committee on Agriculture and Forestry met this day at 6:30 p.m., in room B45, Senate of Canada Building, the chair, the Honourable Robert Black, presiding.

Members of the committee present: The Honourable Senators Black, Burey, Dalphond, Klyne, McBean, McNair, Oudar, Petitclerc, Plett, Richards, Simons and Sorensen (12).

Other senators present: The Honourable Senators Pate and Robinson (2).

Participating in the meeting: Joanne Markle LaMontagne, Analyst, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, May 9, 2024, the committee continued its consideration of Bill C-275, An Act to amend the Health of Animals Act (biosecurity on farms).

WITNESSES:

Agriculture and Agri-Food Canada:

Donald Boucher, Director General, Sector Development and Analysis.

Canadian Food Inspection Agency:

Mary Jane Ireland, Executive Director, Chief Veterinary Officer for Canada and WOAH Delegate for Canada;

Rick James-Davies, Director General, Western Operations (by videoconference).

As individuals:

Amy Greer, Associate Professor, Department of Population Medicine, University of Guelph (by videoconference);

Jan Hajek, Clinical Assistant Professor (Infectious Disease Specialist), University of British Columbia (by videoconference);

Angela Rasmussen, Principal Research Scientist, Vaccine and Infectious Disease Organization, University of Saskatchewan.

Donald Boucher and Mary Jane Ireland each made a statement and, together with Rick James-Davies, answered questions.

At 7:33 p.m., the committee suspended.

At 7:36 p.m., the committee resumed.

Amy Greer, Jan Hajek and Angela Rasmussen each made a statement and answered questions.

At 8:04 p.m., the committee suspended.

At 8:05 p.m., the committee resumed.

Amy Greer, Jan Hajek and Angela Rasmussen continued to answer questions.

At 8:30 p.m., the committee adjourned to the call of the chair.
