The Standing Senate Committee on Indigenous Peoples met this day at 6:45 p.m., in room C128, Senate of Canada Building, the chair, the Honourable Brian Francis, presiding.

Members of the committee present: The Honourable Senators Christmas, Coyle, Dupuis, Francis, Hartling, LaBoucane-Benson, Lovelace Nicholas, Martin, Pate, Patterson (Nunavut) and Tannas (11).

Other senators present: The Honourable Senator Cardozo (1).

Participating in the meeting: Brittany Collier, Analyst, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, November 17, 2022, the committee continued its consideration of the subject matter of those elements contained in Subdivisions A and B of Division 3 of Part 4 of Bill C-32, An Act to implement certain provisions of the fall economic statement tabled in Parliament on November 3, 2022 and certain provisions of the budget tabled in Parliament on April 7, 2022.

The Honourable Marc Miller, P.C., M.P., Minister of Crown-Indigenous Relations.

WITNESSES:

Indigenous Services Canada:

Lisa DeMoor, Manager, Community Lands Development, Lands and Economic Development.

Crown-Indigenous Relations and Northern Affairs Canada:

Roxanne Gravelle, Manager, Engagement Policy Directorate, Indigenous Institutions and Governance Modernization, Resolution and Partnerships.

The ministers each made a statement and, together with Lisa DeMoor and Roxanne Gravelle, answered questions.

At 7:47 p.m., the committee suspended.

At 7:54 p.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Thursday, March 3, 2022, the committee continued its examination on the federal government’s constitutional, treaty, political and legal responsibilities to First Nations, Inuit and Métis peoples and any other subject concerning Indigenous Peoples. WITNESSES:

Land Claims Agreements Coalition:

Aluki Kotierk, Co-Chair of the Land Claims Agreements Coalition and President, Nunavut Tunngavik Incorporated;

Alastair Campbell, Senior Policy Advisor, Nunavut Tunngavik Incorporated.

Aluki Kotierk made a statement and, together with Alastair Campbell, answered questions.

At 8:30 p.m., the committee suspended.

At 8:33 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft report.

Pursuant to the order of reference adopted by the Senate on Thursday, November 17, 2022, the committee continued its consideration of the subject matter of those elements contained in Subdivisions A and B of Division 3 of Part 4 of Bill C-32, An Act to implement certain provisions of the fall economic statement tabled in Parliament on November 3, 2022 and certain provisions of the budget tabled in Parliament on April 7, 2022.

It was agreed that the committee allow the transcription of the in camera portion of today's meeting, that one copy be kept with the clerk of the committee for consultation by committee members or staff, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve and adopt the final version of the report, taking into consideration this meeting’s discussions, and that the chair be authorized to submit its final report to the Senate at the earliest opportunity.

At 8:45 p.m., the committee adjourned to the call of the chair.
