The Standing Senate Committee on Indigenous Peoples met this day at 9 a.m., in room C128, Senate of Canada Building, the chair, the Honourable Brian Francis, presiding.
Members of the committee present: The Honourable Senators Arnot, Audette, Coyle, Francis, Greenwood, LaBoucane-Benson, Sorensen and Tannas (8).
Other senators present: The Honourable Senator Klyne (1).
Participating in the meeting: Brittany Collier and Sara Fryer, analysts, Library of Parliament.
Pursuant to the order of reference adopted by the Senate on Tuesday, May 30, 2023, the committee continued its examination of Bill C-45, An Act to amend the First Nations Fiscal Management Act, to make consequential amendments to other Acts, and to make a clarification relating to another Act.
It was agreed that the committee proceed to clause-by-clause consideration of Bill C-45.
It was agreed that the title stand postponed.
With leave and pursuant to rule 12-20(4), it was agreed that the committee group clauses according to groups of 10.
It was agreed that clauses 1 to 10 carry.
It was agreed that clauses 11 to 20 carry.
It was agreed that clauses 21 to 30 carry.
It was agreed that clauses 31 to 40 carry.
It was agreed that clauses 41 to 50 carry.
It was agreed that clauses 51 to 60 carry.
It was agreed that clauses 61 to 63 carry.
It was agreed that the title carry.
It was agreed that the bill carry.
It was agreed that the chair report Bill C-45, without amendment, to the Senate.
At 9:05 a.m., the committee suspended.
At 9:07 a.m., pursuant to the order of reference adopted by the Senate on Thursday, March 3, 2022, the committee continued its examination of the federal government’s constitutional, treaty, political and legal responsibilities to First Nations, Inuit and Métis peoples and any other subject concerning Indigenous Peoples.
Pursuant to rule 12-16(1)(d), the committee resumed in camera to discuss a draft report.
It was agreed that the committee allow the transcription of the in camera portions of today's meeting, that a copy be kept with the clerk of the committee for consultation by committee members or staff, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.
It was agreed that the draft report, as amended, be adopted.
It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the report and communication products, taking into consideration this meeting's discussions, with any necessary editorial, grammatical and translation changes required.
It was agreed that the chair be authorized to table the report in the Senate or with the Clerk of the Senate at the earliest opportunity and to request a complete and detailed response from the government.
At 9:47 a.m., the committee adjourned to the call of the chair.
